There is no white scroll because with white scroll u can get a perfect weapon and i think MooN dunt wan't that and u can get White scrolls from event.

There is a reason why Moon had Bob :/
Chances are he didn't want perfect items to be easily obtained like in some other private servers.
Implementing Bob would allow you to make perfect or near-perfect items, but not 100% of the time.
